Seems like my Windows 7 box (with 2 NICs if that's relevant) requires an ARP response before it sends packets to a certain IP address. The specific context I'm in is running a TFTP server. The server hears the request, sends out an ARP request, but never sends a response to the TFTP client, presumably because the client doesn't respond to ARP (I can't change that unfortunately). After the firmware is updated, you can stop the TFTP server. Open the TFTP v3.4.1 application; In the TftpServer window, click Stop to disable the TFTP server if the TFTP server if no longer needed; Manual configuration of TFTP server in Mac OS X: Using TFTP Server on Mac OS X 10.7 Lion and later versions for firmware updates.

Is there a work around to this miserable situation? This 'just worked' on previous versions of Windows.

I don't see how it could have ever worked if the client doesn't respond to ARP. You can't send packets to the IP address without knowing the MAC address, and that's where ARP comes in. If the client doesn't respond to ARP then it's broken.

You can add a static entry to your ARP table:

If we reset the VM then usually it'll pickup the connection to our PVS server and boot normally. Is there a way to troubleshooting this issue we're seeing? Is it that our TFTP service is getting overloaded (we currently only have one PVS server responding to TFTP requests). What would cause it to get an ARP timeout when there's nothing overloading the service? Any help would be greatly appreciated. Thanks!
